What is the cold water extraction procedure for 4-10mg UCB lortabs? I'm confused about how much water to use. One teaspoon per tab?

Water amount is not that important.
Just put the lortab powder in (maybe a cup) of
really cold water, stir and the hydro will stay in the
water and the apap/tylenol will stay powdery and
sink to the bottom.
The water is then consumed and does not taste too bad.
Have fun.
Of course this is all hypothetical, including the fun part.

Tjhat is most definitely the most basic - easy- straight forward answer I have ever seen. Nice! No technical babble... just mix it up with a cup o cold water and go!
I think i will do that with the handful of 100mg propoxy's I was given... lose the 650mg's tylenol....
