New Users are now allowed to store a single private message which will allow us to convey rules, etc to new members without the worry of the PM system being abused. Admins can delete any stored messages in order send on important info to new users.
The new policy isn't to discourage communication or new member participation, but to allow our new members the opportunity to be immediately bombarded with what to do and what not to do - right out of the gate.
