Power is how many points you can give out to other members, as your points go up your power raises. I think you have to have something like 60 post and be a member for 30 days (not sure about the exact figures though) before you can give any points away now though. The "occasionally opaited" title thing is all about how many post you have, occasionally opaited means your still pretty new. I know that there is something here on this site explaining all this, I tried (not very hard though) to find it to copy/paste the link but I didn't come acrossed it.
