after helping a fellow opiophile, and doing some reasearch of my own, i found this site:

The problem with that, is that the outcome of obtaining tools depends on how a certain someone behind the counter is feeling on that day. Real world experience is a little more desirable here than a chart of laws. It's a good tool, but none of that is set in stone, because, like I said, sometimes it just depends on how the pharmacist/assistant is feeling.

In a state where it is against the law to buy them without a prescription, it might be helpful to know if there are any places that will overlook tyrannical legislation.

On another note, ordering a box or two on the internet is always an option.
