Other European countries often cite the Swiss Heroin Maintenance program as evidence for implementation elsewhere...the U.S., as usual, says nothing...some good links, for those interested...

The NAOMI clinical trial enrolled volunteers at its site in Vancouver, British Columbia and Montreal, Quebec.
Vancouver Enrolment
The NAOMI study tests whether heroin-assisted therapy or methadone therapy is better for improving the health and quality of life of long-time opiate users.
Enrolment was completed in April 2007.
Enrolment criteria for the Vancouver study was:


Have been addicted to heroin, dilaudid or another opiate for five years;
Have been injecting opiates, primarily heroin, for the past year;
Have tried methadone programs more than once, or methadone and another treatment program;
Are 25 or older;
Are a resident of the Downtown Vancouver community and have been for an extended period of time.

Not that hard other then "Are a resident of the Downtown Vancouver community and have been for an extended period of time.":(

Very similar to the new German programme.Which is open to German citizens that are over 23,been injecting for at least 5 years and failed in at least 2 programmes.

The residency qualification is obviously to stop "drug tourism."Some programmes are laxer than others.I know of people on the English programme who aren't English.
