OK -- there's a house half a block down from mine with doors against the windows of the first floor. I know a guy who lives there, sort of the patriarch of the house, smoked a couple of joints with him on the street late at night, etc. He claims to keep night hours just because "that's how some people like to do it"... but it doesn't take a genius to figure out what's going on... Our neighborhood website has this much to say about this place. Those who know Providence should have a good idea of exactly where this is referring to:

"...a house on [...] Street home to notorious drug dealers who operate in broad daylight with the windows blocked with heavy doors and a garage around back where drugs are peddled and is the site of public drunkenness on a daily basis... I defy you to provide evidence of any other such properties in similar condition in any other [...] Neighborhood: any other open air drug markets on the East Side. It is just not tolerated in other East Side neighborhoods. Why? My best guess is that [...] is the only East Side neighborhood with a measurable African American demographic. Drug dealing and dilapidated housing, clearly in violation of criminal law and housing codes, simply is not tolerated in other East Side neighborhoods. Institutional racism? Call it what you will, the situation exists.

Is this the fault of the African American Community in [...]? I think not. The embedded drug trade in [...] is embedded in the political/social institutions in [...] who have enabled the drug trade to flourish. Those who are part and parcel of the drug trade who masquerade as community activists and so-called pastors. Preying on their own community, contributing to Black on Black violence. The larger African American community in [...] are victims of these entrepreneurs who prey on their own people with drugs and death."

Another article, same page:

"East Side Open Air Drug Market Back! Yes! The Open Air Drug Market is Back!

Just drive down [...] Street in the evening, and you will see at least 4 locations where drug dealers ply their trade right in front of their houses without fear of the police! After a relatively quiet summer on the drug front, a virtual explosion of drug dealing has taken place on the East Side in [...]."

Posted here before about this, but this is about as obvious as it gets, so I'm taking a second stab. I know who some of these guys are, and am in decent with a few of them... I don't want any advice... but I'm a West Coast boy and don't know what it's called out here. Just need to know what I'm asking for. I know he definitely has it from the walk (you know it) of more than a few mild-mannered individuals on the block... help me out.

I guess here in Baltimore it is different. The block is really open in the morning time not at night.. I mean really early like 5-8 am.

Doubt these guys know too much what they're talking about, though... little "improving the community" group. One reason they might do it at night, though, is that just a block away further east there are a bunch of million-dollar homes -- actually gets very ritzy very quickly. My street is one of the shames of this area. Anyway, out in the morning people might be walking their dogs, as many straight people do come down the block from time to time... it's not really dangerous at all -- occasional shooting/stabbing but that's about it, not messing with people that don't mess with them -- though apparently it was pretty bad 10 years ago. Couldn't walk to the corner store without risk of getting mugged, etc.

What do they call it in Baltimore?

I can't speak for that far east but in MI and in Cincinati they call it any of the following: boy(most common), brown, horse, blows, packs, bundles, tix, etc.

I am quite familiar with the early morning thing. In Lansing and Detroit the dealers would "be on" at around 6am and "be off" no later than 5pm. You could almost never cop dope after 5-7pm anywhere in Lansing.

Years ago I lived in Providence, had a deivery service got bundles for $65, but sometimes there were eight bags and some times twelve. Had to wait forever too. Portuguese guy, family ties... Never did well on the street there got ripped off mostly, but remember copping from Dominican boys successfully on the east side. But yeah, its bags and bundles of dope. Not too original. Good luck.

i live 10 minutes from providence, and going to pick up my stuff shortly! its not an easy city to cop in at all, lots of people would way rather just hurt you. this sounds sorta legit although i really cant picture open air markets in prov especially that area...
