Hm...that IS weird. Well he's viewing that jurnists thread right now, maybe someone go in there and ask? Heh.

It means negative rep rating. (back in the day, you could give someone positive, neutral, or negative reputation----and neg rep would take away points from the receiver). Now it usually means someone has an infraction.
